Procurement Processes (Private Health Facilities)

Unlike the public and quasi-government health facilities, the private health facilities do not follow the Public Procurement Act 2003 (Act 663). These facilities mainly procure their medicines or drugs through several players in the open market. Registration of suppliers in most of these facilities are usually free, however, some of the clinics do it at a specified fee (GH¢100-200). These facilities stock both generic and branded products and do not go strictly by the NHIS price list. Quantities purchased are mainly dependent on the size of the facility. These clinics also take into account the quality of products supplied, country of origin, packaging, knowledge of the company. More importantly, relationship building with these facilities is critical especially with key decision makers (e.g., Pharmacist-in-charge, procurement officer etc.). Details of some leading suppliers in the industry are presented in Appendix 1. At present, few Chinese companies compete directly as a result of their local operations in Ghana. For instance, Sanbao Pharmaceuticals and Guilin Pharmaceuticals have operation facilities in Ghana, which makes it possible and easier for them to bid directly. However, several Chinese products are tendered for by local Pharmaceutical wholesalers/distributors. For instance, products from companies including; Shanghai Pharmateq Co. Ltd, Anhui Medihel Co. Ltd among others are imported and distributed in Ghanaian market.
